You just get new heroes and continue playing. So yes it involves permadeath for heroes but its never game over. However if a hero dies that specific hero is gone for good its similar to Xcom.
Normal mode doesnt have a time limit and thats how I play it mainly and its the best starting point. However you do have a management aspect to it with resources for each mission and building up your town, if you go broke or if you play higher difficulties and time runs out then its game over.
On the normal difficulty setting where you have unlimited time to complete the game so theres no big stress and loss is normal in this game. let say you finish the mission one hero is gone then yes he dies for good but its never game over even if you fail a mission its never game over. Yes and No, you level each hero you can have four in a party for any mission and if they die you can just buy new low leveled heroes.
